Description
Applicable Clauses and Provisions MCSATS SOW Pricing Schedule (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is FA5613-15-R-5148, and the solicitation is issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. (iv) Since performance of this requirement will take place overseas (Germany), no set-aside applies for the associated North American Industry Classification System (NAICS) code 333318. (v) The 700 CONS/LGCC Construction Flight has a requirement to purchase a Non-Personal Services Contract for the installation and repair of a 6 lane Modular Containerized Small Arms Training Set (MCSATS) at the United States Air Force (USAF) 435 Security Forces Squadron (SFS), Ramstein Air Base, Germany. This requirement has a period of performance of 15 September 2015 through 14 December 2015. Offerors shall use the attached Attachment 1, Price Schedule which includes all Contract Line Item Numbers (CLINs), quantities and unit of issue. The offeror shall fill in all unit prices and total amount block. (vi) Attachment 2, Statement of Work (SOW) contains a comprehensive description for the Installation and Repair of Modular Containerized Small Arms Training Set for 435 SFS, Ramstein Air Base, Germany. (vii) The 435th Security Forces Squadron, Ramstein Air Base, Germany will constitute as the place of performance and acceptance. All offerors must propose Free On Board (FOB) destination. Required period of performance: 15 Sep 2015 - 14 Dec 2015 (viii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (Apr 2014), applies to this acquisition. Addenda to this provision are included in Attachment 3, Applicable Clauses and Provisions. (ix) The provision FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Specific evaluation criteria contained in paragraph (a) of that provision are included in Attachment 3, Applicable Clauses and Provisions. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2014), Alternate I (May 2014), with their offer, or complete paragraph (b) of 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov. (xi) The provision FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (May 2014), applies to this acquisition. Addenda to this provision are included in Attachment 3, Applicable Clauses and Provisions (xii) The provision FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Apr 2015) applies to this acquisition; additional FAR clauses cited in the clause are: - 52.203-6, Restrictions on Subcontractor Sales to the Government - 52.204-10, Reporting Executive compensation and First-Tier Subcontract Awards - 52.204-14, Service Contract Reporting Requirements (Jan 2014) (Pub. Additional FAR (Federal Acquisition Regulation), DFARS (Defense FAR Supplement) and AFFARS (Air Force FAR Supplement) clauses are included in Attachment 3, Applicable Clauses and Provisions. (xiii) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. (xiv) In order to be eligible for award the contractor is required to be registered in the System for Award Management (SAM), http://www.sam.gov, and Wide Area Workflow (WAWF), https://wawf.eb.mil. (xv) All interested parties need to submit their proposals by 15 Aug 2015 not later than 1400 hrs (2:00 pm) local (Germany).
