Solicitation Number W15QKN-15-R-0002 XM17 Modular Handgun System (MHS)-PRE-SOLICITATION SYNOPSIS NOTICE This document is a PRE-SOLICITATION SYNOPSIS NOTICE for Request for Proposal (RFP) W15QKN-15-R-0002 for the XM17. This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal RFP. The Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of Project Manager Soldier Weapons (PM SW), anticipates issuing a RFP for the procurement of the XM17 on or about July 31, 2015. The XM17 will consist of a new handgun, ammunition, supporting accessories, and spare parts. The XM17 procurement is planned as a Full & Open Competition (F&OC) acquisition seeking a system solution that will provide Warfighters with a best-value system that features increased lethality, increased accuracy, improved ergonomics, and a higher degree of reliability/durability over legacy handgun systems. The applicable NAICS codes are: 332994 and 332992. As a result of the F&OC up to three (3) Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) with Firm Fixed Price (FFP) delivery orders may be awarded. Awards are anticipated to be made in 2nd quarter of fiscal year 2017. Each contract awarded will receive the minimum contract guarantee of one (1) weapon component package, which consist of all of the test samples and supporting components as described in the statement of work to conduct the down-select test and evaluation as described in section H of the RFP resulting in a down-selection to one (1) awardee to go into full-rate production which is anticipated for 2nd quarter of fiscal year 2018. Purchase Description (PD) documents AR-PD-177, AR-PD-179, AR-PD-180, AR-PD-183, and AR-PD-184 for the handgun and associated ammunition will be attachments to the RFP and will be marked with a quote mark Distribution D quote mark restrictive marking which limits distribution to Department of Defense and U.S. DoD contractors. These PDs contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., App 2401, et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. These export laws also apply to distribution of the PDs to all subcontractors at every level. In order to obtain copies of the quote mark Distribution D quote mark PDs, Offerors shall provide all required documentation as described in 52.215-4006 of the RFP. This PRE-SOLICITATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue a RFP, nor will the Government be liable for any costs involved for submission of information in response to this notice. Offerors may only submit proposals in accordance with Request for Proposal W15QKN-15-R-0002 after it is published and not with this synopsis notice. Interested parties are encouraged to monitor FedBizOpps for the release of the RFP which is anticipated to be released on or about July 31, 2015.
