FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: 67 -Photographic Equipment SUBJECT: CUSTOM BROADBAND LENS FOR HYPERSPECTRAL CAMERA SYSTEM SOLICITATION NUMBER: SB1341-15-RQ-0665 CONTACT POINTS: RICHARD KIM, Contract Specialist (301) 975-6219; KEITH BUBAR, Contracting Officer (301) 975-8329 SYNOPSIS: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Production Systems Group (PSG) intends to negotiate directly with Bodkin Engineering and Design LLC, Newton, MA, on a sole source basis under the authority of FAR 13.106-1(b) for a custom, broadband, mid-wave infrared lens for a NIST-owned hyperspectral camera. DESCRIPTION: NIST requires a custom, broadband, mid-wave infrared lens specifically designed to work on a custom, NIST-owned hyperspectral camera used to research surface temperature measurements in manufacturing processes. The new lens must have a higher magnification and working distance to enable temperature measurement at newly defined experiment requirements to meet critical milestones in FY16 and beyond. The request is for one custom broadband infrared lens that interfaces with NIST's hyperspectral camera, achieves required functional performance with camera system, and achieves 1X magnification at a working distance of 200mm. ***** Sole source determination is based on the customized nature of the camera, only the original equipment manufacturer may provide such a customized lens. To design a lens for the hyperspectral camera system requires technical knowledge of the existing custom fore-optics which is proprietary to the original manufacturer. As such, only the original manufacturer (Bodkin Engineering and Design, LLC) may design a lens that meets NIST's optical specifications and interfaces with the hyperspectral camera. While other vendors may supply custom lenses, they cannot proceed with the appropriate design due to the proprietary design of the existing system. *****The North American Industry Classification System (NAICS) code for this acquisition is 333314, Optical Instrument and Lens Manufacturing. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Richard Kim at richard.kim@nist.gov. All responses to this notice of intent must be submitted so that they are received at richard.kim@nist.gov no later than July 21 at 12:00 PM Eastern Time.
