- The purpose of this synopsis is to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the following: Center Stabilator Assemblies NSN 1560-01-294-7824 PN 70200-27000-049 Right Stabilator Assemblies NSN 1560-01-297-7636 PN 70200-27001-047 The Center Stabilator and Right-Hand Stabilator assemblies are Critical Safety Items (CSI) and consist of complex precision-machined parts assembled per the OEM drawing specifications. Fundamentally, they are flight control surfaces that change the attitude/pitch of the aircraft when manipulated by the pilot. Each part was uniquely designed by the OEM and has special characteristics which if not conforming to the design of the part could cause catastrophic failure due to uncontrollable pitching of the aircraft. Ultimately, the failure of this item could result in the loss of aircraft and lives of aircrew members. Both Stabilators are identified as highly specialized and are designed and manufactured only through the OEM, Sikorsky Aircraft Corporation (CAGE 78286). Both Stabilator Assemblies are used exclusively on the HH-60G Pave Hawk Helicopter. Subsequently, there are no equivalent commercial aircraft that utilize these parts. The technical data required designing, manufacturing, and testing of these parts are not possessed by the Government and the OEM has indicated that they are not interested in selling this proprietary data. Inspection and approval of the precision and quality cannot be accomplished without such specialized test/inspection facilities, which is information that is proprietary to the OEM and cannot be made available for the competitive manufacture of the part. The DLA/AWB Contracting Office intends to award a sole source contract to Sikorsky for the manufacture of both the Center and Right Stabilators. Other interested parties may identify their interest and capability to respond to the requirement no later than 20 July 2015 to Kenya Jackson via email ( kenya.jackson.3@us.af.mil ). The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
