- THIS IS A RFI ONLY AS A MARKET SURVEY AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, A SOLICITATION, A REQUEST FOR QUOTES, OR AN INDICATION THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THE GOVERNMENT DOES NOT REIMBURSE RESPONDENTS FOR ANY COSTS ASSOCIATED WITH SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO INTERESTED PARTIES FOR RESPONSES. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. I. Description PEO (U&W) PMA-280 is issuing this RFI as a means of conducting market research to identify parties having an interest in and the resources to provide supplies or services for the Tomahawk Cruise Missile Program. This RFI is to assist in developing the acquisition strategy (per Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1 (d)) for a class of proposed future sole source acquisitions under a basic ordering agreement for supplies and services for the Tactical Tomahawk All-Up-Round (AUR) missile for the USN and Foreign Military Sales (FMS) customer(s). Potential activities include: engineering/systems engineering and logistics efforts and analyses related to Operational readiness and reliability, system configuration changes, system safety and training or training improvements; obsolescence management including Diminishing Manufacturer Sources and Material Shortages (DMSMS), analysis, resolution and implementation of obsolescence solutions; investigations/studies, maintenance and documentation support ancillary to execution of required Tomahawk testing; Recertification planning and procedures; non-recurring and recurring engineering for design, integration, and verification of Anti-Access/Area Denial (A2AD) hardware in the AUR missile; analysis and integration efforts required for Tomahawk coordination with external submarine and surface programs; support and repair of Government property; and logistics documentation and supportability analysis. The applicable NAICS codes are 336413 and 336414; anticipated PSC codes is1410. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Any information received as a result of this RFI will be analyzed prior to approval of the required Class Justification and Approval in accordance with FAR 6.302-1. Individual delivery orders will be synopsized separately in accordance with FAR 5.2. II. Requested Information The Government does not have a Level III Technical Data Package nor the manufacturing documentation for the Tactical Tomahawk All-Up-Round missile. The Government is seeking information from companies mitigating the sole source basis cited above and is interested in receiving any information which could also potentially satisfy the above requirements. All responsible sources with the capabilities and facilities to provide components that meet the Government's requirement and qualification requirements may provide information to indicate their intent and capability. THe Government will consider all responses that address any of the individual requirements listed above. Unclassified capability statements, that are no more than ten pages, shall include electronic media (Microsoft Office 2010 compatible) and three hard copies to: Commander, Naval Air Systems Command ATTN: Regina Ford (AIR 2.4.1.1.10) Bldg 2272, Room 256 47123 Buse Road Patuxent River, MD 20670-1547 III. Additional Information This RFI is an exchange of information between Government and Industry. It is the first step of an iterative process aimed at understanding the existence of sources that can deliver supplies and services to support the Tomahawk Cruise Missile Program. Additional RFIs requesting further detail may be issued in the future to continue the Government's informational exchange with Industry. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosures; however it is incumbent upon the respondent to properly mark all submissions. In order to complete its review, the Navy Program Office must be able to share the information within the Government and any responses marked in a manner that will not permit such internal Government review may be returned without being assessed/considered. The data associated with the Tomahawk Cruise Missile Program is export controlled and is not available to foreign sources or representatives. ---------------------------------------------------------------------------------------- Disclaimers and Notes This RFI is issued solely for information and planning purposes and does not constitute a program or contractual solicitation.
