- This is a Pre-Solicitation Synopsis for a Full and Open Request for Proposal (RFP) for Repair of Existing Runway at Randolph AFB TX. The Contract Specialist for this action is Patricia Jackson at 817-886-1054, email patricia.a.jackson3@usace.army.mil. FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this SYNOPSIS must be submitted in writing via email to the Contract Specialist as noted above. The Government intends to award a Full and Open contract with an estimated magitude of between $25,000,000 and $100,000,000.00; with an estimated duration period of 365 days after Notice to Proceed. PROJECT INFORMATION: The scope for the project is to reconstruct the entire west runway from threshold to threshold to include the following major work items: -Demolition of existing pavements of West Runway 14R/32L (200' wide x 8350' long) that has deteriorated due age including overruns and shoulders -Repave West Runway 14R/32L using Portland cement concrete (PCC) to provide a 150'wide x 8350' long runway -Repave the shoulders and overruns with asphalt -Repair and upgrade existing drainage system -Replace runway edge lights with new (as necessary). -Replace threshold lights at both ends of the runway with new. -Mark new runway IAW UFC 03-260-01/02 and Engineer Technical Letter 94-1 (including July 2000 changes). SUBMISSION INFORMATION: Estimated solicitation issue date is on or about 07/31/15. Proposals are anticipated to be due 08/31/15 (approximately 30 days from issuance of solicitation). The North American Industrial Classification System (NAICS) is 237310 (Highway, Street, and Bridge Construction) which corresponds to SIC 1611. The Small Business Size Standard is $36.5 Million. There will be no public bid opening. Plans and Specifications will not be provided in a hard paper copy since electronic copy of the solicitation with specifications and drawings will be posted on Fed Biz Opps (www.fbo.gov). Prospective contractors must be registered in SAM prior to award. Lack of registration in the SAM database will make offeror ineligible for award. Information on SAM registration & ORCA can be obtained at http://www.sam.gov.
