- Redacted approved Single Source Justification for Lynda.com The US Army Medical Department Center and School Distributed Learning Division intends to issue a sole source award to Lynda.com, 6410 Via Real, Carpinteria, CA 93013-2925 for the purchase of a Lynda.com Enterprise license to reinstate the use of 50 user subscriptions to Lynda.com Software and IT Training with downloadable exercises. Online training modules must cover advanced technical design and development skills required to develop computer based training products including task based lesson for the following software products: Adobe Captivate, Adobe Photoshop, Adobe In-design, Adobe Dreamweaver, Adobe Premier, other Adobe Creative Cloud products, Autodesk 3D Studiomax, Autodesk Maya, other Autodesk Entertainment Suite Software, Articulate Studio, Articulate Storyline, and Camtasia. Training must be available in short task based sections or as complete product courses providing unlimited 365 days/year 24/7 access. Training must be available in high definition for classroom events, and available on mobile devices for field production events. Training software must be capable of playing on government approved browsers without any required software installation. Subscription administrator must be able to monitor usage and completions and generate reports. The anticipated period of performance for the service will be 1 August 2015 - 31 July 2015 with four (4) option years. This notice is not a request for competitive proposals and no solicitation is available. The Government intends to acquire a commercial item using FAR Part 12 and intends to procure from only one source under the authority of FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirement. Interested organizations may submit their capabilities and qualifications to perform the requirement in writing to betsy.t.matsuoka.civ@mail.mil no later than 1600 hours CDT, Friday, July 17, 2015. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued base upon this Notice of Intent.
