Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to procure 91 modified Commercial-Off-The-Shelf (COTS) Cabin Pressure Leakage Testers (CPLT). These testers are to be used to supply and control air pressure and flow to the aircraft cabin, cabin seals, and Environmental Control Systems (ECS) components on U.S. Navy and Marine Corps aircraft. The desired CPLTs must have the capability of providing continuous air flow of at least 10 PSIG and 235 SCFM to a sealed aircraft cabin/cockpit, as well as simultaneously providing continuous air flow of at least 35 PSIG and 1.0 SCFM to maintain air pressure in aircraft cabin/canopy seal. The CPLTs must also be equipped with appropriate instrumentation (i.e. flow meters, pressure and temperature gauges, controls, etc.) to verify that the aircraft cabin, seals, and ECS components are functioning properly. The desired testers must be designed for storage and operation outdoors in varying environmental conditions such as high and low temperatures, salt, fog, humidity. Additionally, the testers must be mobile, self-contained, and air transportable. Design dimensions, weight, and the projected unit cost are requested. This acquisition shall be a small business set-aside. Reference SOLICITATION NUMBER N68335-15-R-0135. FSC Code is 4920:Aircraft Maintenance and Repair Shop specialized equipment. NAICS code is 334519: Other Measuring and Controlling Device Manufacturing. The Government anticipates the award of a Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a minimum quantity of 4 Pilot Production Units (PPUs) to be purchased with the first Delivery Order. After successful completion of contractor pilot production testing and government suitability and supportability evaluation, the government plans to issue delivery orders for the production units over two production years for up to 91 production CPLT units. Contractors must be registered in SAM. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil Select "Doing Business With Us" and then "Open Solicitations." Look for amendments on the web page. Hard copies of the solicitation and amendments will NOT be mailed to the contractors. The solicitation will be posted on the web, on or about 15 June 2015.
