- Draft Statement of Work REQUEST FOR INFORMATION - Tactical Systems Integration with Synthetic Signature Generation (SSG) for Training, Testing, and Analysis Systems, NSWCCD West Bethesda, MD This is not a Request for Proposal (RFP) and award of a contract will not be made as a result of this request for information (RFI). The following RFI is posted in accordance with DFARS PGI 206.302-1. The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for Tactical Systems Integration with Synthetic Signature Generation (SSG) for Training, Testing, and Analysis Systems. The purpose of this RFI is to identify potential sources and their capabilities for the required services. A draft Statement of Work (SOW) is provided as an attachment to this RFI. In addition, the results of this RFI are intended to assist the Government in determining whether large or small business prime contractors are capable to provide the required services and their interest in responding to a future solicitation. The Government will utilize and consider responses received from this RFI during the procurement planning process of any future acquisitions for this effort. The Government anticipates award of a performance based, Cost-Plus- Fixed-Fee (CPFF) contract with a 12 month base period and three 12 month option periods. It is anticipated that the award of the contract will be made on a sole source basis. This effort is currently being processed as a sole source procurement due to the need for these services to be provided by the common systems integrator, and the adverse cost and schedule impacts that would occur if award was made to a different contractor. Interested firms are encouraged to submit a capability statement via email to Graham Irby at graham.irby@navy.mil no later than 03 August 2015. All capability statements will be reviewed and the information will assist the Government in making a determination regarding future solicitations and planning. All information will be kept confidential and will not be disseminated to the public. This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information received in response to this RFI. No questions will be answered in regard to this posting.
