Description
Sole Source NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Aquatrak Corporation, 100 E 22nd Street Sanford, FL 32771-4552 using the procedures in FAR Part 13, to provide Aquatrak controllers and installation kits. The Aquatrak controller is the microprocessor for the Model 3000 transducer, water level sensor used in the CO-OPS environmental monitoring stations on the Atlantic coast, Pacific coast, the Gulf of Mexico, the Caribbean, and throughout the Pacific. The Model 4110 Controller retrieves electrical signals from the Model 3000 Transducer, interprets the information, and relays the data to the local data logger. This purchase is for equipment to repair and maintain the continued operation of water level stations in the National Water Level Operating Network (NWLON). Implementing a different system in place of the current system will result in additional cost and resources. Also, there will be resulting delay for testing, training, and purchase of support equipment. The items listed are to be used to support data collection systems within the CO-OPS network that use Aquatrak acoustic water level measuring equipment. Aquatrak Corporation is the only manufacturer for the specialized oceanographic equipment required. The items listed are used to repair and maintain existing hardware used in the National Water Level Operating Network (NWLON). Using or even considering using another source for this work, if another source could be found, is not possible as the system is proprietary. It has a very limited market and is unique to this company and product. It is a key tool used during scientific studies. It is imperative to have this system operating correctly and accurately. In order to maintain emergency readiness within the NOAA NOS Engineering Division, it is necessary to procure the supplies. The statutory authority for other than full and open competition is FAR 13.106-1(b)(ii), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334511 with a business size standard of 750. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00am, July 22, 2015 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements.
