- Amendment***Draft Statement of Work (SOW) has been updated. The Market Survey is amended to state Instructor-led training classes for Government Property. MARKET SURVEY: Instructor-led training classes for Government Furnished Property Phase: Non-Commercial Procurement Method: Market Survey The Federal Aviation Administration (FAA), Office of Government Furnished Property and Transportation (AOL-500) has a requirement to train acquisition and property personnel in the development, maintenance, and implementation of policies and procedures to accomplish Contract Property Management program and Acquisition Business Operation mission. The training will provide participants with the required knowledge and skills in the subject matter areas as defined in the attached Statement of Work (SOW). The responses to this market survey will be used for informational purposes only. This announcement is not a screening information request or request for proposal of any kind. The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor ™s expense. In accordance with A.M.S. policy 3.2.1.2.1, the purpose of this market survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of fulfilling this requirement. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms or if full and open competition is appropriate. At this time, the nature of the competition or procurement strategy has not been determined. Depending on the responses received from this market survey, the FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA ™s 8(a) Program. The principle North American Industry Classification Systems (NAICS) code anticipated for this effort is 611430, Profession and Management Development Training, size standard $11.0 million. If other NAICS codes are believed to be appropriate, industry responses should identify and explain why the additional NAICS codes should be considered under this market survey. HOW TO RESPOND TO THIS MARKET SURVEY: Interested vendors should submit the following documents to the point of contact listed at the bottom of this announcement: 1.Business Declaration form, a copy of your SBA 8(a) certification letter or SDVOSB certification if applicable. 2. Capability Statement “ This document should identify: a) Type of services provided by your firm b) Number of years in business c) Geographic area where your company can provide services d) Previous experience for work involving similar scope that includes not more than six (6) instructor-led courses for the same services completed within the last five years or still ongoing. PLEASE NOTE THERE IS A PAGE LIMITATION OF SIX (6) PAGES MAXIMUM PER RESPONSE TO THIS MARKET SURVEY. THIS IS ONLY A REQUEST FOR GENERAL INFORMATION. EXCESSIVE SUBMISSIONS ARE NOT DESIRED.
