Description
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Simplified Acquisition Branch intends to negotiate on a sole source basis with Applanix LLC, 17461 Village Green Dr., Houston, TX 77040, using the procedures in FAR Part 13, to provide annual software maintenance for a quantity of thirteen (13) Applanix POSPac/POS GNSS Software Licenses for a base year and four option periods. Applanix is the manufacturer of the Global Navigation Satellite System (GNSS) - Inertial Navigation Systems that are currently deployed and used on all NOAA hydrographic survey ships, launches and small boats. POSPac Software allows NOAA field units to post-process mission critical three-dimensional inertially-aided GPS data. These data are used to precisely position and orient NOAA survey platforms for hydrographic survey. The accuracy of the post-processed position and orientation information generated via POSPac software provides the highest quality data to be applied to nautical charts. Furthermore, POSPac is designed to exclusively work with the data recorded by the Applanix POSMV units used all NOAA hydrographic vessels.OCS currently owns twelve (12) licenses for Applanix POSPac and POSGNSS software. The National Marine Fisheries' Office of Habitat Mapping Chesapeake Bay Office owns one (1) license for POSPac software. These software packages must be kept under annual software maintenance. This provides upgrades and patches that improve or add software functionality, as well as fixing any potential security issues that may arise. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334511 with a business size standard of 750 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 10:00 A.M. EDT, July 22, 2015. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
