Description
The United States Military Academy, West Point is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for quote mark Modification of Predictive Emissions Monitors quote mark. The result of this market research will contribute to determining the method of procurement. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of all qualified Small Business Administration (SBA) businesses to include: certified 8(a), HUBZone and Service Disabled Veteran-Owned, Women owned small business firms relative to the North American Industry Classification Code (NAICS) 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables Brief Description of Requirements: Modifications to the existing systems shall consist of installing two (2) Thermo Scientific NO, NO2, NOx Analyzer with Oxygen Sensor, Model 42i Series and MODbus Ethernet options. Analyzers shall be supplied complete with sample probe, sample conditioners, sample pumps and sample control manifolds. A complete separate (in separate enclosure) analyzer system shall be installed for each boiler (#1 and #2). Contractor shall supply two (2) complete Analyzer Systems, including all integration of the new analyzer systems into the existing PEMS Systems, this will include installation of a new 50-amp, 208-volt electrical service for the monitors (to be located in the Electrical Control Room). Contractor shall supply a complete turnkey analysis system, integrated into the existing monitoring system, including a complete calibration system, meeting 40CFR60 Performance Specifications and QA/QC Procedures (Appendix A-F). Contractor shall supply probes installed (welded) to each boiler breach, OSHA calibration gas stanchion (remotely located), all initial calibration gases, penetrations, sleeves for the 18 quote mark concrete wall for contractor installed sample lines. Existing PEMS must remain in operation continuously while modifications are made. SEE ATTACHED SOW This is not a Request for Proposal or an announcement of a solicitation. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested sources are requested to submit an email showing how they can meet the existing requirement. Sources must sufficiently demonstrate the capability to provide the equipment as mentioned above. Please include a Point of Contact in your response along with a cage code or Duns number. Emails should contain a reference to Sources Sought W911SD-15-T-0269. A solicitation is expected to be posted within 30 days. The small business size standard is 500 persons. Responses due are to be submitted by e-mail to david.l.ariosto.civ@mail.mil. The information requested must be received no later than 4 PM Eastern Time on 17 JULY 2015.
