Description
Amendment No. 001 Thorne Bay Ranger District, Electrical Distribution Upgrade - Phase 2. NOTE: At this time funds are not available for this project. Solicitation will be issued on, or about, June 18, 2015. When funds become available an amendment will be issued stating the due date for proposals. The Tongass National Forest intends to acquire by contract completion of the repair or replacement of the entire electrical distribution system on the Thorne Bay Ranger District (TBRD) administrative compound in Thorne Bay Alaska. The intent of the project is to bring this system into compliance with Alaska Power & Telephone (AP&T) electric utility standards with the objective of eventual transferrance of the system to AP&T. This project is located at the Thorne Bay Ranger District, 1312 Federal Way, Thorne Bay, AK 99819. Period for performance is from date of award to September 30, 2016. Project Manager is Mr. Mike Chen, (907) 228-6335.. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose proposal, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Offers will be evaluated based upon: price; experience, past performance, managers & subcontractors, price realism, and a Level of Confidence Assessment Rating (LOCAR). The government estimated value is between $250,000 and $500,000. A bid bond is required. Performance and payment bonds are required for this project. Construction Wage Rates (Davis-Bacon) apply to any resulting contract. The proposed contract-type is firm-fixed price. All responsible sources may submit an offer which will be considered by the government. Prospective contractor must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by contacting askSAM@gsa.gov, or via the Internet at http://www.sam.gov.
