- Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source service contract to the Center for Advanced Decision Support for Water and Environmental Systems (CADSWES) at the University of Colorado, Boulder for development of the Upper Middle Rio Grande Water Operations Model (URGWOM). THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on the fact that CADSWES is the only institution capable and authorized to give the necessary support. CADSWES is the sole developer of the RiverWare software, which is necessary for the execution of this requirement. Award of this service contract will be based upon FAR 6.302-3(a)(2)(ii), where CADSWES is and educational or other non-profit institution that is establishing and maintaining an essential engineering, research, or development capability for the U.S. Army Corps of Engineers, Albuquerque District, as well as the possible responses to this notice, and is solely within the discretion of the Government.
