- The Bureau of Reclamation intends to negotiate a commercial sole source contract with Big Valley Divers, Inc. for labor, tools, materials, and equipment to install an impermeable curtain to minimize leakage of warm surface water from Shasta Dam into the Sacramento River. Services are to be performed at the Shasta Dam, 16349 Shasta Dam Boulevard, Shasta Lake, CA 96019 under the authority of FAR 6.302-2 unusual and compelling urgency. Big Valley Divers, Inc. is the sole provider with extensive knowledge of the unique dive conditions present at Shasta Dam and is able to mobilize on site immediately to provide thermal curtain fabrication and installation. A sole source justification has been prepared in support of this acquisition. Firms believing they can provide these supplies and services above must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. Fabrication of the curtain must be completed and delivered to Shasta Dam no later than July 31, 2015. Installation services must commence August 3, 2015. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be emailed to the Government point of contact for this acquisition. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541690 which is $15 million in gross annual sales.
