Description
The NAVSUP BSC has a requirement for Process Improvement, Reengineering, Management and Data Services to include Navy Enterprise Resource Planning (ERP) sustainment services. The primary place of performance for this requirement will be at: NAVSUP Business Systems Center 5450 Carlisle Pike Bldg 409 Mechanicsburg, PA 17055 Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk intends to increase, on a sole-source basis, the maximum value of the existing PIRMDS suite of Multiple Award Contracts (MACs) (contracts N00104-13-D-QA03 with IBM, N00104-13-D-QA04 with Accenture, and N00189-14-D-Q005 with Deloitte). The MAC maximum value will increase by $67,100,000.00 from the original maximum of $99,313,800.00 to $166,413,800.00. This action is being conducted utilizing Other than Full and Open Competition, in accordance with FAR 6.302-1. The follow-on competitive procurement is currently being processed by NAVSUP FLCN; however, this process will take more time than the remaining ceiling on the current MAC suite will allow. Therefore this modification action must be initiated to continue services until the new MAC suite can be awarded as the contractors that are currently performing under the contracts and are the only three sources that can provide the services without an unacceptable delay until performance begins through commencement of ordering under the competitive follow-on. The period of performance of the existing MAC is not being altered. This notice of intent is not a request for competitive proposals; however, any additional capability statements, proposals, or quotations from responsible sources will be considered.
