Description
The United States Army Medical Research Acquisition Activity (USAMRAA) intends to issue a Firm Fixed-Price sole source contract under the authority of FAR 6.302-1 (a) (2) - Only One Responsible Source and No Other Services will Satisfy Agency Requirements, on or about 18 September 2015 to the Sierra Nevada Corporation (SNC), 444 Salomon Cir, Sparks, NV 89434-9651 on behalf of the United States Army Medical Materiel Agency (USAMMA). The North American Industrial Classification System (NAICS) code for this acquisition is 541712 and the size standard is 500 employees. The purpose of this effort is to electronically capture and distribute Point of Injury (POI) data throughout the Point of Care (POC) and to provide POI data for record keeping and further research. SNC will investigate the feasibility of integrating a combination of previously developed applications with Operator Situation Awareness System (OSAS)/Transport Telemedicine System (TTS) programs, Ultra-Wide-Band (UWB) connectivity, and Patient Care Devices (PCDs) with existing Nett Warrior hardware for POI data capture, secure sharing and distribution. This is a new contract for support services based on continual collaboration to identify the characteristics of the Nett Warrior capabilities and research the needed key elements of the Nett Warrior UWB telemedicine architecture, measure the performance data throughput and data transfer times using different Nett Warrior UWB system test configurations, and demonstrate the concept POI information being electronically captured and transferred through several different Nett Warrior telemedicine data pathways using UWB. Interested contractors may identify their interest and bona fide capability to fulfill the requirement. This notice of intent is not a request for competitive proposals. Interested parties who believe they can meet this requirement shall submit information about their capabilities no later than 4:00 PM EST, 29 July 2015. All information shall be furnished at no cost or obligation to the Government. No solicitation will be made available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed solicitation based upon responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted.
