Description
The DoD Army Contracting Command- Warren, DTA, in a combined effort with the Vehicle and Robotics Alliance Program Office, within TARDEC, is seeking to expand through collaboration of various DoD Agencies, its Science, Technology, Engineering, and Mathematics (STEM) related opportunities, that include local, state and national level initiatives that provide educational opportunities for K to 12 students. The Government is seeking an established consortium or other entity with a collective expertise of academia, industry, non-profit, and others with STEM expertise. The purpose of the organization or entity is to provide a single point of management for STEM activities for the DoD agencies. This organization will be responsible for the execution of STEM initiatives that are managed by the Vehicle and Robotics Alliance members (a collection of DoD organizations). The Government will provide an annual STEM Engagement Plan outlining STEM activities and initiatives the Government would like to pursue. The STEM initiative topic areas can originate from other agencies providing funding, not limited to the DoD Army and TARDEC, and efforts will be geographically dispersed (nation-wide). The DoD Army-Army Contracting Command-Warren, DTA, in coordination with the Vehicle and Robotics Alliance Program Office, is seeking to obtain STEM related training, support, assessment and evaluation services of new and existing initiatives, activities and projects, in which the Government would evaluate and consider and provide to the single point of management for STEM activities for award opportunities. Some topics and areas of interest include: Modeling and simulation, Robotics, Curriculum Development, STEM Summer Camps and Workshops, and Teacher Development. The goal is to 1) build teacher and student interest in STEM fields, disciplines and careers specific to the needs of DoD; 2) develop STEM skills important to the DoD and, 3) fulfill DoD's future demand for highly skilled STEM professionals. The Government is seeking an organization that will be a low or no fee provider for the issuance of sub-grants under this action. The goal is to provide the most funding as possible to the K to 12 activities. Responses should address the following areas. Each area involves STEM education in various ways, contributing to the general objectives for the assessment and evaluation. Responses should include how organization(s) will: Support local and national STEM K-12 events, activities, initiatives, including robotics, curriculum development, modeling and simulation, workshops or training and summer camps. Provide internal and external evaluation of any activities undertaken utilizing funding from this Grant and selected for evaluation by the Government. Provide the services to geographic locations impacting DoD laboratories. Responses are due to Doreen Kobler, Contract Specialist, via email to Doreen.m.kobler.civ@mail.mil by COB24JUL2015. Responses should contain the organization's experience and capability information, to include name, vision, mission statement, goals, membership (indicating traditional and nontraditional academia, defense contractors, industry and non-profits), success criteria, metrics, management framework, articles of collaboration and by-laws, accounting practices, fee structure and other information which the respondent considers of assistance in developing successful government, academia, and industrial partnerships. In addition, the respondent shall provide a list of its members who are experienced in each of the areas listed in this notice along with a description of their capabilities for the categories under which they have experience.
