Description
STATEMENT OF WORK This Sources Sought Notice/Request for Information is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to negotiate on a non-competitive basis with BAE Systems Australia Limited, Edinburgh, PA, for the procurement of: (1) Licenses for 4 additional seats of non-commercial, off-the-shelf, SADM software, Analysis Edition (AE), with software updates for one year, with one seat being bought in each of the first four years of the contract. (2) Subscriptions to software updates for these additions and, for quantity 26 AE previously purchased licenses, covering annual terms of 1 August each year through 31 July 2021. Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to BAE Systems Australia Limited. The justification for this contract through less than full and open competition is due to fact that the SADM software is unique as it is the only Modeling and simulation (M&S) software that: (1) Is programmed to simulate a ships' air defense system against missile attack with hard-kill, soft-kill, and hard-kill/soft-kill interaction. (2) Is adapted to USN ships air defense and electronic warfare systems. (3) Incorporates actual USN Electronic Attack waveform and decoy algorithms in its models. The SADM offers unique multiple sensor and environment integration and interaction capabilities not found in other M&S programs. This is a sole source notice published for informational purposes only and not a request for competitive proposals. However, all responsible sources may submit their technical capabilities, which, if received within 15 calendar days of publication of this notice, shall be considered by NSWCDD. All responses must be submitted to the Government point of contact at the e-mail address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. This sources sought notice of intent to sole source is posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov Additionally, the response shall identify the respondent's business size and any socio-economic programs that may apply. THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND THE GOVERNMENT WILL NOT PROVIDE REIMBURSEMENT OF COSTS ASSOCIATED WITH THE DOCUMENTATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT. Request for Capabilities Statements- This sources sought is being issued for the purpose of identifying businesses with the appropriate expertise that might be interested in responding to a formal solicitation. Interested businesses are invited to submit capabilities statements, not to exceed a total of 5 pages in length with font size 9 or greater describing their ability to fulfill this requirement. Capability statements must include the following: (1) A brief description of the offeror's capabilities relating to the Draft PWS. (2) The qualifications, capabilities, and experience of the contractor's personnel that would be available to support the effort, including the personnel's security clearance level. Please include your company CAGE code (if you have one) and POC information with your response. Responses are requested on or before 28 July 2015 and shall reference Sources Sought Number N00178-15-Q-3011. Note: The requested information is for planning purposes and does not constitute a commitment, implied, or otherwise, that a procurement action will be issued nor will the Government pay for the information solicited. All information and data received in response to the sources sought marked or designated as corporate proprietary information will be fully protected and held in strict confidence. No telephone responses will be accepted. Responses must be received no later than NOON EST on Tuesday 28 July 2015 via e-mail to reese.vanwyen@navy.mil. Responses should reference "SOFTWARE-licenses, updates, new versions". Information submitted is for planning purposes only and is not to be construed as a commitment by the Government to provide any items or services.
