- The U.S. Army Contracting Command (ACC)-New Jersey located at Fort Dix, NJ 08640, on behalf of the Naval Air Systems Command (NAVAIR) 6.8 Corporate Business Office (CBO) and PMA-290 P-8A Poseidon Multi-mission Maritime Aircraft (MMA) intends to negotiate on a non-competitive basis with C Cox and Company, Inc. 1664 Old Country Rd. Plainview, NY 11803-5013 (hereinafter referred to as quote mark Cox and Company quote mark ) necessary for the assessment (Phase I) and establishment (Phase II) of an organic depot and intermediate level maintenance repair capability for the Ice and Rain protection system currently used in the P-8A Poseidon Multi-mission Maritime Aircraft (MMA). This effort will support the Fleet Readiness Center Southeast (FRCSE) Depot Source of Repair (DSOR and Fleet Readiness Center (FRC) intermediate level repair facilities co-located in Jacksonville, FL. The scope of the requirements covered under this effort include the proposed acquisition of a Phase I Depot assessment to review the current capabilities of FRCSE and FRC Jacksonville, Florida and to generate alternatives for Navy organic Stand-Alone Depot Activation (Depot Level repairs of the MCDS performed by Department of the Navy Government personnel) or to utilize a Public-Private Partnership between the US Navy and the Original Equipment Manufacturer (OEM), Cox and Company, to perform Depot Level repairs.
