- The USGS, Office of Acquisition and Grants ¿ Sacramento, CA intends to award a sole source, firm fixed-price contract to Brigham Young University (BYU), Soil & Plant Analysis Laboratory of Provo, UT. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.500 Test Program for Certain Commercial Items. Requirement is to provide soil and plant testing analysis. Soil and plant sample chemical analysis is an on-going and integral part of the biological soil crust and climate change research being performed at Canyonlands Research Station. Failure to procure soil and plant testing would be detrimental to current research and bring some research to a halt. The soil testing lab at BYU has been analyzing samples for the USGS from the inception of our research on biological soil crusts, vegetation, and soils in dryland systems since 1993. In order to ensure that the results from previous years and sites are comparable, it is imperative that the USGS stay with the same soil testing facility for future samples. This notice of intent is not a request for competitive quotations; however, any firm who believes it is capable of meeting USGS requirement as stated herein, may submit a response/capabilities statement, which if received within ten (10) calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
