- This is a modification to the pre-solicitation notice modification posted on 17 June 2015. The Request for Quote (RFQ)/Solicitation to provide non-personal, healthcare housekeeping and related services in support of Kenner Army Health Clinic (KACH), Fort Lee, VA. The three-story medical clinic, KAHC (bldg 8130), include a multi-specialty outpatient center employing a staff of nearly 500 personnel, providing primary care, pediatric service, optometry, pharmacy, physical therapy, radiology, gynecology, dermatology, behavioral health, preventative medicine, occupational health, and healthcare coordination for over 32,000 eligible beneficiaries and 45,000 students annually. The command suite and other administrative support functions are located within the medical clinic. Outlying clinics include Troop Medical Clinic (TMC) bldg 3219, Mosier Troop Medical & Dental Clinic (bldg 18036), Bull Dental Clinic (bldg 8204), Soldier Readiness Processing (SRP) (bldg 3400), Veterinary Clinic (bldg 11025), Medical Headquarters Company (8200) and Resource Management Division (RMD) (bldg 8151) located on Fort Lee, VA. One other Health Clinic (bldg 1650) is located at Fort AP Hill, VA. This acquisition is solicited as an 8(a) set-aside under other than full and open competition in accordance with FAR Subpart 6.204. The North American Industry Classification System (NAICS) Code for this solicitation is 561720. This solicitation will be awarded to the quoter whose quote is technically acceptable and is the lowest priced after evaluation and in accordance with the solicitation criteria. The agency proposes to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract under which Firm Fixed Price (FFP) task orders for healthcare housekeeping services will be issued. An IDIQ contract is the optimum contract type for this effort as an exact quantity and/or appropriate categorization of services (Type III, IV, etc) cannot be determined on a specific individual room basis at the time of contract award. The resultant FFP task orders issued against the IDIQ will clearly describe KACH specific healthcare housekeeping requirements and services to be performed and provide for prices that will not be subject to any adjustment on the basis of the 8(a) contractor's cost experience in performing this contract. All services shall be firm-fixed price and subject to the Service Contract Act (41 U.S.C. 351). The solicitation and subsequent contract will include Contract Line Items (CLINs) with 5-year ordering periods. The anticipated IDIQ contract will obligate the government to the minimum guarantee of $1,500.00 for post-award conference. The entire amount of the minimum guarantee will be obligated against FY 16 funds. Further obligations will arise as task orders are awarded and obligation will be charged to the fiscal year in which the order is placed. Healthcare housekeeping services are required for 60 months starting 1 January 2016 - 31 December 2020. The Square Feet (SF) for cleaning for KAHC and the outlying clinics varied; however, the estimated SF is 183,582 for KAHC and the outlying clinics. All elements of the RFQ shall be submitted by the Quoter with a proposal no later than the date/time shown in block 8 of the Standard Form 1449, Solicitation/Contract/Order for Commercial Items. This solicitation will be available in electronic format only. The official access point to the solicitation is via the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi. Prospective quoters are advised that there will not be a pre-proposal conference, only a site visit. The site visits' duration is anticipated from 9:00 am - 4:00 pm. Interested vendors shall provide the following information for representatives attending the site visit: Name(s), company name, email address, phone number, and business size standard. In addition, if you do not have a Department of Defense (DoD) or military ID, each offeror must provide the following: Last and First Name, Sex, Date of Birth, Social Security Number, Driver License or ID Number, State, and Expiration date. ALL Interested parties must register with Ms. Katherine Perry by e-mail at katherine.i.perry.civ@mail.mil not later than 4:00 pm Central Standard Time, 14 July 2015. The site visits involve extensive walking through multiple buildings, and participants are advised to wear appropriate clothing and closed-toe shoes to be safe and comfortable. Please indicate any special needs to Ms. Katherine Perry when requesting registration to ensure proper accommodations may be arranged. NO QUESTIONS WILL BE ANSWERED DURING THE SITE VISIT repeat NO QUESTIONS WILL BE ANSWERED DURING THE SITE VISIT. ALL REGISTER participants will meet at Building 8130 (KAHC) main lobby (front of the hospital) @ 9:00 am. After building 8130 site visit is concluded all REGISTER participants will load a government-provided bus for the outlying buildings site visit. The bus will return to Building 8130 at the conclusion of the site visit.
