- Attached to this posting is the Draft Request for Proposal (DRFP), H92222-15-R-0039, for the Dry Combat Submersible. The Government invites contractor feedback regarding the feasibility of this approach. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Further, this notice shall not be construed as a Request for Proposal or as any other obligation on the part of the Government. No entitlement to payment shall arise as a result of the submission of contractor information or participation in Industry Day. There is no other program specific information related to total dollars or timeline for Formal RFP available at this time. Please note that, along with responses to the attached Information Questionnaire, other written questions, comments, and recommendations related to the DRFP are also welcomed. Contractors shall use the format contained in the Information Questionnaire to submit these questions, in writing to the Contracting Officer, Ms. Traci Chiaro at traci.chiaro@socom.mil. Oral requests for information will not be entertained. All requests must be in writing (e-mail preferred) for documentation purposes. Individual responses to inquiries will not be provided. If it is necessary to include proprietary information as part of your input, it must be appropriately and clearly marked. Responses, to questions that can be answered, will be posted on Federal Business Opportunities (https://www.fbo.gov). Please read through the entire DRFP and attachments prior to submitting questions. The Classified documents, Specification (Annex A) and the Design Reference Matrix (Annex B) will not be available as part of the DRFP, but only with the Formal RFP.
