- Naval Air Warfare Center Aircraft Division Joint Base MDL, NJ intends to procure twenty (20) distinct types of Peculiar Support Equipment (PSE) for the V-22 Aircraft, divided into two (2) lots distinguished by complexity. At the time of Solicitation, offerors may provide proposals for either or both lots. Lot I contains fifteen (15) low-medium complexity (manufacturing) items and includes the following: P/N NOMENCLATURE EST MAX QTY 901-240-103-101 Remove/Install Set, Gearbox Seals 35 901-220-916-103 Sling Assy, PR/Blade 55 901-220-929-103 Wing Support Adapter Set 50 901-220-909-103 Adapter, Trailer, Proprotor Gearbox 50 901-220-924-103 Adapter, Trailer, Tiltaxis Gearbox 50 901-220-934-101 Sling, Blade, Inverted Y 40 901-220-926-103 Trailer Adapter, APU 55 901-220-935-101 Adapter, Trailer, Swashplate/Pendulum 55 901-236-010-201 Handling Adapter, Main Landing Gear 25 901-275-903-103 Cable Assy, Power 25 901-244-081-101 Tool Set, Aircraft Maint, PRGB Seals 25 901-201-007-101 Check Fixture, CCPT 50 1479AS500-1 Towbar, Aircraft (22 ALABAR) 110 901-220-958-103 PRGB/TAGB Sling Assy 50 901-236-625-101 Tool Set, NLG DSRA 25 Lot II contains five (5) medium-high complexity (manufacturing) items and includes the following: P/N NOMENCLATURE EST MAX QTY 901-275-600-101 Tracker, Optical, Proprotor Blade 60 901-220-901-103 Installation-Remover Assembly, Engine (VEIRA) 55 901-220-951-101 Actuator, Proprotor Hub Pitch Change 50 901-215-063-101 Alignment Fixture, BLD Bolt Puller 85 3449AS600-1 Text Fixture, MLG NLG DSRA 35 The Government intends to issue up to two 5-year, Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts; one for each lot. This is a 100% Small Business Set-Aside. Intent is to procure these using full and open competitive procedures (FAR 6.203) on a lowest priced, technically acceptable (LPTA) basis. Items to be procured are subject to Arms Control Export Act regulations in accordance with DoD Directive 5230.25. In order to receive drawings and participate in this Solicitation, contractors will need to demonstrate that they are a "Qualified U.S. Contractor," as defined in the pertinent regulations. Offers will be evaluated for Past Performance, Technical Acceptability and Price. Offeror's technical proposals will be required to include sufficient information to satisfy evidence of technical acceptability by meeting all of the required standards detailed in the Solicitation. The Government intends to evaluate offers and award a contract to the responsible offeror who is technically acceptable, has a history of acceptable past performance and is the lowest priced offer. This notice of intent is not a request for competitive proposals. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
