- NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNTIL FUNDS ARE AVAILABLE TO MAKE PAYMENTS UNDER A CONTRACT. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER RFP CLOSING WITH NO OBLIGATION TO THE OFFEROR BY THE GOVERNMENT. The 452 Operational Contracting Office at March Air Reserve Base intends to issue a solicitation for a firm-fixed price design-build construction contract for the installation of night vision compatible lighting system on runway 32/14 (PDPG 08-0171) at March ARB CA. Work will include, but is not limited to, design and certification by a licensed Architect-Engineer (A/E), design reviews, construction documents, cost estimateing, site investigation, site measurements, reproduction services, coordination, site supervision, construction, demolition, electrical and other work. The procurement is a 100% small business set-aside acquisition. The applicable North American Industry Classification System code is 238210 with a size standard of $15,000,000.00. The magnitude of construction is between $500,000.00 and $1,000,000.00. Contract period of performance is 180 calendar days. The Government intends to award a single Firm Fixed Price (FFP) contract. Evaluation of offers will be Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR 15.101-2. It is anticipated that the solicitation will be issued electronically on or about 29 July 2015, on Federal Business Opportunities (FBO) website https://www.fbo.gov, with a proposal due date tentatively scheduled for 28 August 2015. All amendments, questions and answers, etc to the solicitation will be posted to FBO as well. No paper copies of the solicitation will be provided. After the solicitation is posted, interested parties are cautioned to review this site frequently for any updates/ amendments. NOTE: In accordance with FAR 4.1102 and FAR 52.204-7, entitled "System for Award Management", Prospective contractors shall be registered in System for Award Management (SAM) database prior to award of a contract.. Recommended registering immediately at https://www.sam.go in order to be eligible for a timely award. A site visit is tentatively scheduled for 6 August 2015 and interested parties are instructed to refer to the solicitation for instructions on attending the site visit.
