- The United States Energy Information Administration (EIA), Washington D.C. 20585. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of research services to identify, describe and assess a commercially viable breakeven price of producing shale oil at different locations. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(B) ? Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541690 ? Other Scientific and Technical Consulting Services. Business size standard is for NAICS 541690 is $15,000,000. The proposed source is Southern Methodist University, 6425 Boaz Lane, Suite 101, Dallas, Texas 75205. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 pm Local (Washington D.C.) Time, Wednesday, July 29, 2015. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to 41 U.S.C. 3304(a)(1) and FAR Part 6 for the aforementioned requirement based on the application of FAR 6.302-1(a)(2)(ii)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies, or services are unique, or highly specialized.
