Description

Request For Proposal (RFP) W52P1J-15-R-0009 is for the procurement of a small caliber second source for 5.56mm, 7.62mm, and Caliber.50 ammunition. This acquisition is restricted to the National Technology and Industrial Base (NTIB) in accordance with Federal Acquisition Regulation 6.302-3, except for certain components as noted further below. The EPA clause will be for copper and is applicable in option periods one through four. The RFP will have a base year award and evaluated options as follows: Base Award and Option: Date of Award - 365 Days After Award (DAA) Option Period One: 366 DAA - 730 DAA Option Period Two: 731 DAA - 1,095 DAA Option Period Three: 1,096 DAA - 1,460 DAA Option Period Four: 1,461 DAA - 1,825 DAA The base award will consist of the following quantities: A059, 5.56mm: 14,501,440 each AB57, 5.56mm: 5,001,360 each AB86, 7.62mm: 8,000,000 each A555, Caliber.50: 1,500,000 each A557, Caliber.50: 1,500,000 each The Government reserves the right to exercise an option for any combination of the cartridges detailed above in any of the option periods. The total option quantity exercised in the base option and periods one through four shall not exceed 544,497,200 cartridges. As noted above, this procurement is restricted to the NTIB. All of the cartridges listed above must be manufactured, loaded, assembled, packed and tested in the United States or Canada. Components with the exception of tracer bullets/projectiles and magnesium powder used in projectiles will also be restricted to the NTIB and will be further defined in the RFP. The Government will not grant approval to use the Lake City Army Ammunition Plant (LCAAP) as a place of performance, and/or approval to use Government Property and Equipment at LCAAP. However, any proposed use of an Armament Retooling Manufacturing Support (ARMS) tenant at LCAAP requires the appropriate ARMS approvals to have been granted by the Government, consistent with the purposes of ARMS and the solicitation. The Government will be using a best value approach to evaluate proposals.
