- Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is currently conducting preliminary planning market research to determine commercial market practices and the existence of viable commercial sources capable of providing Automatic Doors Maintenance and Repair Services (electric walk-through doors). The intended contract period is for 1-year base period with four (4) one-year option periods (five years total). An important outcome of this research is the possibility of setting this acquisition for exclusive competitive participation within a specific Small Business Administration (SBA) program in accordance with (IAW) FAR 19.201(a). Specific SBA programs are veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, economically-disadvantage women-owned small business, and women-owned small business. The tentative North American Industry Classification System (NAICS) code selected for this acquisition is 238290 - Other Building Equipment Contractors and the small business size is $15 million per annum. MICC JBLM is seeking industry information and comments from sources with capabilities to perform the contract with relevant experience in all of the functional areas mentioned in the description of services. Interested parties shall complete and submit the attached Sources Sought Notice/Request for Information Questionnaire to the Government. You are advised that providing responses to the questions will not automatically include you in the acquisition process for future solicitation. Description of Services: The Performance Work Statement (PWS) for the acquisition states that the contractor shall plan, program, administer, manage, and execute the work necessary to provide the specified services. The contractor shall provide personnel, management, and other items and services not Government-furnished, necessary to perform automatic door maintenance and repair (electric walk-through doors) as defined in this PWS at Joint Base Lewis-McChord (JBLM), Washington. The automatic doors requirement is an integral part of the customer's mission. Inasmuch, maintenance and repair of automatic doors are necessary to ensure that DPW can agilely meet customer needs, chiefly facilitating transit for disabled persons, elderly people, children, and in all situations when a transiting person's hands are not free. Energy savings, wherein the automatic door preserves the temperature of the indoor environment, especially winter warmth and summer air conditioning, and hygiene, reducing contact time with the outdoor environment (pollution) and prevents contact between the user and the handle (a bacteria vehicle), are also important functions of automatic doors. Please see attached DRAFT Performance Work Statement (PWS) for additional information. The PWS is subject to change. Responses to this Sources Sought/Market Research will not be returned. Responders are solely responsible for all expenses associated and incurred by responding to this Sources Sought/Market Research. The Government reserves the right to determine how it should process as a result of this notice. 52.215-3 - Request for Information or Solicitation for Planning Purposes. Request for Information or Solicitation for Planning Purposes (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid, and proposal costs, of the Federal Acquisition Regulation. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of conducting preliminary planning market search to determine commercial market practices for answering services.
