Description

Solicitation of Information Request (SIR); Request for Qualifications 1. Introduction/Purpose The Federal Aviation Administration (FAA), William J. Hughes Technical Center (WJHTC), located in Pomona, NJ has a requirement for construction. The project consists of the replacement of aerial distribution switches with Supervisory, Control and Data Acquisition System (SCADA) and related incidental work. The performance period is expected to be 180 calendar days, following the issuance of a Notice to Proceed. Final commissioning of the autonomous operation of the aerial switches will be on a weekend supportable by the WJHTC or coincide with the annual Campus shutdown weekend which occurs on Columbus Day 2016. The total duration of the contract period will be completed within 490 days from the notice to proceed. The price range for this requirement is between $1 million and $2 million. The purpose of this announcement is to pre-qualify potential offerors. To be considered for award of the future Request for Proposal (RFP), offerors must provide the required documents. Responders will be notified of their eligibility to propose on this project. Only those eligible will be invited to the mandatory site visit. Proposals will only be accepted from those that were pre-qualified AND attended the mandatory site visit. 2. Incumbent Contractor (if applicable) There is no incumbent contractor. 3. Nature of Competition The FAA anticipates award of a Firm Fixed Price Contract late July to late August. Award of this requirement will be made to the responsible lowest price, technically acceptable offeror. 4. Interested Companies are reminded of the following: (a) The FAA is not seeking or accepting unsolicited proposals; (b) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (c) Any costs associated with the market survey submittal is solely at the interested vendor ™s expense 5. North American Industry Classification System (NAICS) Code The Principal North American Industry Classification System (NAICS) code for this requirement is 237130 Power and Communication Line and Related Structures Construction. The size standard for this NAICS code is $36.5 Million. 6. Submittal Requirements for Market Survey FACTOR 1: RELEVANT EXPERIENCE AND PAST PERFORMANCE This factor considers the quality of work and depth of relevant experience based upon the successful completion of similar projects. This past performance shall consist of the successful completion of at least 3 projects involving the installation of Overhead Distribution to the 69kV level, with automated switching and SCADA systems, within the last 10 years. Each of the projects shall be similar in magnitude and complexity to this project. In addition, the contractor must have performed, with its own workforce, a minimum of 20% of the total construction cost of each project. For each project cited provide: Project name and location Type of contract (i.e., firm fixed price, time and materials, cost plus incentive fee, cost plus, etc.) Description in detail (with sufficient information to compare its size, complexity and features to this project) Construction cost (include original award amount and completed construction cost) Percentage completed by your firm as the prime contractor Extent of subcontracting expressed in percentages by trade, i.e., painting, carpentry, electrical, etc. Construction schedule (include award date, required completion time/date, actual or projected completion time/date, and reasons for delay, if applicable) Describe any problems encountered and corrective action taken Letters of awards, commendations or recommendations Owner (contact name, current address, telephone number and e-mail address (if known)) Information submitted for each project shall be limited to a maximum of two pages.
