Cover Sheet Draft PWS This is NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTES; it is strictly a request for SOURCES SOUGHT. Neither unsolicited proposals nor any other kind of offer will be considered in response to this Sources Sought. No contract will be awarded pursuant to this announcement. 1. SUBJECT: The 1st Special Operations Contracting Squadron (1SOCONS) is conducting market research for Retrofitting and sole Government use of two (2) Cesna C-208 EX Caravan Aircraft. The contractor shall provide the Aircraft services for a one-year base period of performance and four one-year options to include two (2) C-208 EX Caravan aircraft, all equipment, fuel, lubricants or oils, maintenance, support, reports, hull insurance and facilities at Bob Sikes Airport, Crestview, Florida (KCEW). 2. DISCLAIMER: This posting is issued solely for conducting market research, gathering information and planning purposes to determine qualified, experienced and interested potential sources and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this posting. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this posting. All information received in response to this posting marked as "proprietary" will be handled accordingly. Information provided as a response to the posting will not be returned. The 1SOCONS will not entertain any questions concerning the composition, requirements, or the nature of services to be performed under any future request for proposal (RFP). 3. BACKGROUND: The Air Force Special Operations Air Warfare Center (AFSOAWC) is Air Force Special Operations Command's (AFSOC) focal point for innovative learning, engagement and technological development. AFSOAWC's mission is to develop Air Commandos to deliver the world's premier special air warfare capabilities through training, innovation and test/evaluation while conducting irregular warfare via engagement, education and training. 4. REQUIREMENTS: Complete the attached response cover sheet and provide a comprehensive method for providing the use of two (2) Cesna C-208 EX Caravan Aircraft. The response must address at a minimum the capability to provide the facilities, aircraft and support, including the capability to modify the aircraft in accordance with the Performance Work Statement (PWS) to provide all Threshold (T) configuration requirements and the ability to provide any desired Objective (O) items. The response must include a timetable from date of contract award presenting the calendar days required for start-up, including mobilization, aircraft modification and date aircraft services will be available for Government aircrew usage. Please review the attached Draft Performance Work Statement (PWS) to determine the entire needs of the Air Force required use of two (2) Cesna C-208 EX Caravan Aircraft. This requirement is expected to fall under NAICS Code 481219, Other Nonscheduled Air Transportation, with a size standard of $15,000,000.00. Please provide the business size status (i.e. 8(a) Business Development Small Business Certification, Historically Underutilized Business Zone (HUBZone, etc.) under NAICS 481219 in your responses, also indicating if you are a GSA contract holder and if the requested service is on your respective GSA contract. This posting is not a solicitation. The Government will not pay for any information submitted, or for any costs associated with providing the information. Please include a point of contact, phone number, e-mail address, website information, and indicate whether the company is a foreign or domestic entity in the contents of the e-mail. LATE SUBMISSIONS: Failure to respond to this posting does not preclude participation in any possible future competition, nor will information provided in response to this posting be used to exclude anyone from responding to any future requests for proposals. Communications with 1SOCONS with regard to this posting will only be permitted in writing during the posting response period. Responses to this posting received by 1SOCONS after the submittal deadline and time indicated may be considered. The respondent assumes the risk of the method of dispatch chosen. Postmarking by the submittal date and time shall not substitute for actual response receipt. 6. OWNERSHIP OF RESPONSE TO POSTING: All informational material submitted in response to this posting becomes the property of 1SOCONS. 7.
