Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-15-056 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-82. The North American Industry Classification (NAICS) Code is 541611 and the business size standard is $15m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Genomic GPS - 46 Crabapple Lane - Guilford, CT 06437 to provide strategic analysis of genomic data projects as follows: •Project A - Analysis of remaining fox whole exome sequence •Project B - Analysis of remaining GWAS-derived horse SNPs •Project C - Analysis of 40 WGS from domestic cat (DC), Asian leopard cat (ALC) and DC X ALC hybrids •Project D- Analysis of 24 macaque whole exome sequences and •Project E -Analysis of 40 sheep SNP derived genotypes PROJECT A involves advising, planning and conducting the genomic data analysis on 24 whole exome sequences of domesticated silver foxes and wild-caught red foxes. These data will then be combined with those from five dogs and the original set of 24 fox exomes. PROJECT B involves GWAS genotyping of 144 horses including the extracting, formatting and QA/QC all SNP data obtained. Genomic will serve as the lab's main consultant and genomic data analyst for this project. PROJECT C involves the analysis of 40 WGS from domestic cat (DC); Asian leopard cat (ALC) and DC X ALC hybrids, obtained data will undergo extensive QA/QC. PROJECT D involves 24 whole exome sequences of captive rhesus macaques selected for response to alcohol. These data will be combined with genotypes from previous and ongoing projects utilizing this macaque sample set. PROJECT E involves 40 sheep genotypes derived from Sanger sequencing and Taqman assays will undergo extensive QA-QC. Genomic will serve as the lab's main consultant and genomic data analyst for this project. Following extensive QA/QC of data obtained using all available resources, including genotype and sequence data provided by NIH (in a computer readable format), Genomic will work with the NIH lab to apply and/or devise a variety of strategies to identify all genetic variants, rare or common that is associated with the phenotypes of interest in each of these ongoing projects. Genomics GPS has decades of experience in both the government and private sectors in the strategic analysis of genomic data. Most importantly, these analyses cover both a wide range of data types (e.g. genotypes, MHC, DNA sequence, WES and WGS) and species (e.g. human, mammals, insects and viruses) a crucial advantage when working on emerging model species. Its distinction in data analysis is in innovation of algorithms, analyses and data sets that are appropriate for the question (s) at hand. It also contributed to understanding the translational impact of discoveries made, both in the biotechnology and pharmaceutical industries. This background makes them especially well-suited to help strategize and conduct the complex analyses that are needed for our program in understanding the genetic architecture of domestication in foxes and cats as models for heritable behaviors, including those linked to depression, impulsivity and reward. Genomics GPS to our knowledge is the sole company that has extensive experience in the analysis of complex genomic data (e.g. whole exome, whole genome, SNP GWAS) and is also adaptable to analysis of non-human genetic data, as many of the tools and resources (initially designed for human) need to be adjusted according to the reference sequences available in order to work. In addition, Genomics GPS has provided prior analysis for genomic analysis for this NIH lab thus has existing data/resources. This will also allow for the newly obtained data to be in the same system/result format necessary for the lab findings and writing of manuscripts. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements.The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
