- Solicitation Justification The Defense Information Technology Contracting Organization (DITCO), Contracting Division, Net- CentricServices Branch, Software Section (DITCO/PL8321), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source award to OSD/CAPE is requesting the purchase of CipherPoin t software. Contract award cannot be made to any contractor not enrolled in the Department of Defense (DOD) System for Award Management (SAM) database. The SAM website is http://www.sam.gov. This notice of intent expires at 10 :00 AM CST on July 15, 2015. Please contact (618-229-9442) with questions. All responsible sources may submit capability statement, proposal, or quotation, which shall be considered by the agency. Evaluation of quotes will be conducted using Simplified Acquisition Procedures per FAR Part 13.106(b). The evaluation criterion is: TECHNICAL ACCEPTABLENESS(1) AND PRICE (2).
