Encl 1_SF-1449_RFQ-CO201561195 (fillable) RFQ-CO201561195_Combined Synopsis Solicitation Encl 1_SF-1449 clauses and Statement of Work_RFQ-CO201561195 Encl 2_Past Performance Questionnaire_USTDA RFQ-CO201561195 This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and procedures in Subpart 13.1 as supplemented with additional information included in this notice. This announcement constitutes the only Request for Quote (RFQ); quotations are being requested and written solicitation will not be issued. This solicitation is being issued In Accordance With (IAW) FAR Subpart 13.104. The Government will award a contract resulting from this solicitation to the RFQ respondent who is deemed responsible and is determined, based on the evaluation factors, to represent the best value to the Government. This procurement is unrestricted under NAICS Code 541690. Award is limited to U.S. Firms or U.S. individuals. Contractor and subcontractor personnel used shall be either U.S. citizens on non-U.S. citizens lawfully admitted for permanent residence in the United States. Contractor use of subcontractors is limited to less than fifty percent of the proposed price. The Government intends to award a Firm-Fixed-Price (FFP) contract Cost Reimbursable Line Items for Other Direct Cost which includes travel. Travel will be required during the performance of this contract. No profit or fee shall be added to travel. The United States Trade and Development Agency (USTDA) is seeking a contractor to provide program management service to support Phase IV of the U.S.-China Standards and Conformity Program (SCACP). The primary aim of the program has been and will continue to be to share important commercial and industrial standards information and practices with Chinese government officials and industry, to ensure that U.S. points of view and internationally accepted industry-led standards are presented to those who develop and implement Chinese standards, testing protocols and regulatory procedures. It is envisioned that the SCACP would continue to be a forum where representatives from U.S. industry and the U.S. government engage with their Chinese counterparts to: 1) collaborate on standards development and conformity assessment processes and policies; 2) build relationships that will facilitate U.S.-China technical cooperation in the area of standards, technical regulations and conformity assessment procedures; and 3) keep U.S. industry informed of the latest issues regarding standards and regulatory developments in China. The objectives continue to be for China to develop or adopt standards that are consistent with acceptable international trade practices, and to establish an ongoing standards forum that represents the broad interests of the U.S. standards community and can become self-sustaining. In addition to strengthening economic and commercial ties between China and the United States, the SCACP will also assist China in building a consistent standards-setting regime that conforms to international standards and is based on WTO rules on technical regulations and standards.
