Description
12 month Purchase Order: Implement appropriate technologies and update the source code for the web-based application system known as Chemical Transformation System (CTS). The objective of this contract is to continue design and implement appropriate technologies and update the source code for the Chemical Transformation System (CTS). CTS is an evolving web-based framework built within the QED system of frameworks currently housed on the EPA-CGI cloud and is undergoing rapid development with portions now currently available to the public qed.epa.gov. CTS is a system of applications supporting the rapid assessment of chemical properties and chemical transformations under environmental conditions in order to mitigate risk associated with agricultural/industrial use of potentially harmful chemicals and their transformation products. The (CTS) is a web-based application system that provides the calculated physico-chemical properties of the parent chemical and transformation products, which are predicted as a function of the reaction system of interest. This will be an internally deployed system within the EPA for Government users and externally on a public-facing server for the use by the public, academia, and the regulated community. Thus contract/Purchase Order will consist of two (2) Tasks - Project Management and to maintain, document, and continue the developing CTS project for the agency. Each tasks consist of bulleted duties and responsibilities as it relates to this work. The Deliverables are provided that are expected to be executed by the contractor to include a tentative schedule for the development of the CTS project. The Government intends to have in a place a fully deployable version of the CTS available (est.) September of 2017. Additionally, the Acceptance Criteria is included within the SOW and list three (3) Factors including a sub factor and the use of Performance Metrics. When providing Cost/Price quote, please use the preferred format found in Attachment #2 Cost Quote for CTS Project. All contractors are encouraged to view the attached Statement of Work (SOW) in its entirety for a complete description of the SOW - Purpose/Objective/Product vision to include its deliverables, schedule, and acceptance criteria.
