- This is an INTENT TO MAKE A SINGLE SOURCE AWARD only. The Department of Veteran Affairs, Network Contracting Office (NCO) 21, intends to issue a single source purchase order award to People Designs, Inc. This single-source procurement is in accordance with FAR 13.106-1 (only one responsible source and no other supplies or services will satisfy agency requirements) for continued consulting services in editing and adding to existing custom software web application, designing research for the ongoing PREPARE research study, and providing consulting services at the San Francisco VA Medical Center located at 4150 Clement Street San Francisco, CA 94121. Services will be from 08/01/2015- 07/31/2016 with two option years under NAICS 541511. The Single Source Award Justification is attached. Specific services to be performed under this Statement of Work include: -Web site content development -Intervention production consulting and management -Web site production -Web site data analytics The contractor will provide consulting in the areas of health communication, intervention design, development of communication components, development of video and audio content, and organization and preparation of content for production, and dissemination planning. They will also be responsible for the design of PREPARE in web-based, DVD, photo booklet and pamphlet format. Please read the attached Single Source Justification attached. This requirement is for services to continue and finalize an existing research study. A custom application, research design, dissemination plan, and consulting was provided by People Designs, Inc. This requirement is for follow-up services to complete the research study. This is not a request for quote but a notification of the Government's intent to make a single source award. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and on an all or none basis. Interested parties must respond to this notice no later than 8:00 am on July 10, 2015. When responding to this announcement, respondents should refer to Announcement VA261-15-Q-0837 in the subject line and must utilize Microsoft Office 2010 software if responding via email for compatibility. Responding as an interested party under the www.fbo.gov website doesn't constitute convincing evidence of capabilities. All interested parties are reminded to be registered with System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ in order to be eligible for award of Government contracts.
