- Electronic and Information Technology Accessibility Buy Accessible Government Product/Service Accessibility Template (GPAT) Solicitation 7/2/2015 Statement of Work This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR Part 15-Contracting by Negotiation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Proposals (RFP) NIHLM2015464-SV. This solicitation document incorporates provisions and clauses that are in effect in the FAC 2005-82 FAR Revision effective June 8, 2015, including all FAR Circulars issued as of the date of this synopsis. This acquisition is a Total Small Business Set-Aside and the North American Industry Classification System (NAICS) code is 541690, Other Scientific and Technical Consulting Services. It is anticipated that ONE AWARD will be made from this solicitation. This requirement is for a base year with options for two (2) successive one year periods. The period of performance will begin on or about August 15, 2015. **The Solicitation, Statement of Work (Attachment 1), Electronic and Information Technology Accessibility (Attachment 2), and Buy Accessible Government Product/Service Accessibility Template (GPAT) are attached to this solicitation.** All proposals received by July 17, 2015 at 12:00 P.M. (Local Prevailing Time) will be considered by the National Library of Medicine (NLM). Responses must be in writing, and must include pricing information and meet the criteria requirements. All responses from responsible sources will be considered. Inquiries regarding this procurement may be made to the National Library of Medicine, Office of Acquisitions, 6707 Democracy Boulevard, Suite 105, Bethesda, Maryland 20892-5488, Attention: Suet Vu, Contract Specialist, on (301) 496-6546. The National Library of Medicine (NLM) requires proposals to be submitted via eCPS.: 1) Electronic copy via the NLM electronic Contract Proposal Submission (eCPS) website at https://ecps.nih.gov/nlm. All submissions must be submitted by 12:00pm, Local Prevailing Time, on July 17, 2015. For directions on using eCPS, go to https://ecps.nih.gov/nlm/home/howto and click on "How to Submit." NOTE: To submit your electronic proposal using eCPS, all offerors must have a valid NIH External Directory Account, which provides authentication and serves as a vehicle for secure transmission of documents and communication with the NLM. The NIH External Directory Account registration process may take up to 24 hours to become active. Submission of proposals by facsimile or e-mail is not accepted. EMAILS AND FACSIMILES WILL NOT BE ACCEPTABLE. Firms interested in responding to this notice must be able to provide the products and services described by NLM in the Statement of Work. Vendors shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order.
