- Description
- The U.S. Army Contracting Command - Redstone (ACC-R) intends to issue solicitation number W31P4Q-15-T-0002 on or before 01 July 2015 with a closing date for response 45 days after issuance. This solicitation is being issued for the contemplated award of a fixed price contract on a sole source basis or modify follow-on HELLFIRE production contract (Solicitation Number W31P4Q-14-R-0005) to HELLFIRE Systems Limited Liability Company (HSLLC), Cage Code 036W7, for procurement of Part Number (P/N) 13703970, Unguided Missile, Tactical Romeo Bus, Simulant Longbow Guidance Section; or P/N 13703960, Missile Bus, Tactical, Romeo. The Government estimates a total procurement of 828 units. Option CLINs will be established to deliver units in phases to support the Joint Air-to-Ground Missile (JAGM) Low Rate Initial Production (LRIP) timelines starting in FY18 and completing deliveries by FY20. Based on market research HSLLC is the only responsible source capable of satisfying this requirement. The statutory authority permitting other than full an open competition for this requirement is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii). This synopsis is being issued for notice of potential subcontracting opportunities only. Responses, comments, or questions in response to RFP W31P4Q-15-T-0002 may be submitted by any entity including commercial firms, institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia led by such concerns. The Government encourages subcontractor participation by small businesses, small disadvantaged businesses, Hub-zone small businesses, woman-owned small businesses, veteran owned small businesses and historically black colleges and universities and minority institutions at both prime and subcontract levels.
