- 1. The Defense Security Cooperation Agency (DSCA) has a requirement for media monitoring, analysis, reporting, and communication services. The DSCA Strategic Outreach Division (STR/STO) would like to enhance DSCA's current media monitoring, analysis, evaluation, reporting, and communication capabilities with regards to news pertaining to DSCA, it's leadership, Foreign Military Sales, and any other Security Cooperation related program activities to obtain a better understanding of how this information is being reported on, and ways we can impact how we are portrayed in the media. 2. Objectives: The primary objective is to provide DSCA an enhanced capability to track, report, analyze, evaluate, understand, and disseminate news information pertaining to DSCA or any aspect of Security Cooperation and Security Assistance. This includes the capability to create and disseminate ad-hoc statistics and graphical breakdowns on any topic and the ability to track historical data to have an accurate baseline for analysis and reference purposes. 3.0 Capabilities: STR/STO seeks the following capabilities with regard to media monitoring, analysis, reporting, and communication services: 3.1 Media Monitoring 3.1.1 Account access for six (6) users from STR/STO to an online application 24 hours a day. 3.1.2 Dashboard capability to track traditional and social media, with the ability to analyze reader sentiment (i.e., whether the story is perceived positively, neutrally, or negatively) as well as alter analysis based on subjective input from the reviewer). 3.1.3 Customizable email alerts to give users the ability to receive updates on however frequent a basis desired (i.e., daily, weekly, etc.). 3.1.4 Ability to search retrospectively at least five years to establish baselines for analytical purposes. 3.1.5 Ability to include or post news links to the DSCA website. 3.1.6 Mobile interoperability to allow for interface with laptops and smart phones that only requires online access (i.e., no additional software that requires downloading given existing DoD network security protocols and firewalls). 3.1.7 No copyright fees or additional usage charges beyond those specified within the contract. 3.1.8 Training and administrative support as needed. 3.2 Statistical Analysis 3.2.1 Ability to build customizable line, chart, area, and pie graphs from extracted data. 3.2.2 Ability to build sentiment based statistics (i.e., whether the story is perceived positively, neutrally, or negatively) and alter if user's opinion differs then computer generated result. 3.2.3 Training and administrative support as needed. 3.3 Newsletters 3.3.1 Ability to generate newsletters and distribute news and selected articles to a chosen distribution group of unlimited receivers (internal or external to DSCA). 3.3.2 Ability to integrate social media articles into newsletters. 3.3.3 Ability to integrate STR/STO-specific content into newsletters. 3.3.4 Electronic archive capability to store newsletters and files for future reference. 3.3.5 Training and administrative support as needed. 4. Instructions to Vendors a. Vendors shall identify business size. If a small business, list all categories the vendor operates under. b. The vendor shall provide all NAICs codes that may be relevant to this requirement that the vendor operates under. c. The vendor shall provide the vendors CAGE code. d. Vendors are requested to submit documentation that details the capabilities of its service. Make known any of the DSCA requested capabilities that the vendor's service cannot offer. For the ones the vendor is unable to meet, please provide an explanation, if the vendor thinks it would be helpful. e. It is requested that vendors submit an estimated price for their service. The information is for market research purposes and does not have to be exact. f. In addition to the capability demonstration documentation, vendors shall submit past performance information that is recent (within the last 6 years) and relevant (of similar scope to this requirement). g. Format i. The requested information at paragraphs a, b and c of this section, shall be submitted one page. ii. The requested information at paragraph d of this section, shall be no longer than 15 pages. Any explanations of capabilities the vendor cannot provide shall not count against the 15 page count. iii. Vendors shall submit no more than three past performance references. For each reference the vendor shall list: - the contract number and name (if applicable) - a description of the requirement under the contract - the name, telephone number and email address of a point of contact for the contract iv. The request information shall be in one binder with the sections clearly marked as follows: - 1 Business information (Information at paragraphs a, b and c) - 2 Capabilities and offerings (15 page limit) - 3 Estimated Price - 4 Past Performance information v. Vendors shall submit 3 hard copies of the binder and 1 copy on compact disc (CD) vi.
