- Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to repair the building envelope, Building 3202, Fort Hood, Texas. This acquisition is set aside for Economically Disadvantaged Women-Owned Small Business concerns only under NAICS 238990 (Size Standard $15 Million). The magnitude of the procurement is estimated to be between $250,000 and $500,000. The purpose of this project is to eliminate issues in select areas of the building envelope of Casey Memorial Library (Bldg. 3202) that involve chronic water & moisture penetration. These issues are to be addressed through the following measures: remove and replace the existing exterior insulated finishing system (EIFS). Remove and replace windows, remove and replace existing interior & exterior building cladding, stud work and insulation. Install one (1) blast-rated wall and window assembly. Remove and replace ceiling tile and carpet in kind, and paint walls. Due to affected areas being localized to two separate areas of the library, work is to be performed successively with a finish to start dependency between two phases of construction. Replace existing gutters in kind, and factory finish gutters to match existing. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, Bell County, Texas. Construction Wage Rate Requirements Wage Determination TX150279 01/02/2015 TX279, Superseded General Decision Number: TX20140279, Building Construction for Bell County, Texas will govern work under this contract. Performance and payment bonds, in the bid amount, are required for this contract. A bid guarantee in the amount of 20% of the bid price is also required. An organized site visit will be conducted for this procurement. Details of that site visit will be available in the solicitation. Under this contract, the contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. The solicitation will be issued on or about 23 June 2015 under solicitation number W91151-15-B-0033 to the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation are available.
