- Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Notice of Proposed Contract Action The Federal Emergency Management Agency (FEMA) intends to award a contract using other than full and open competition for the following requirement: Subject: Contractor support for Capital Planning and Investment Control, Governance, and Portfolio Management (CPIC). The scope of the requirement is as follows: The Contractor shall provide analytic and programmatic support for Capital Planning and Investment Control, Governance, and Portfolio Management that encompasses security architecture and geospatial information services. FEMA intends to award a contract to the following Socially and Economically Disadvantaged Small Business 8(a): Ezra Technologies, Inc. 11109 Pompey Dr. Upper Marlboro, MD. 20772 The proposed contract action is for services for which the Government intends to solicit and negotiate with only the above designated source under the authority of FAR Part 19. This is only a tentative notice of intent. An award has not been made. Unsolicited proposals are not accepted.
