- Sole-Source Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with TA Instruments- Waters LLC, 159 Lukens Drive, New Castle, DE 19720. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to TA Instruments - Waters LLC, 159 Lukens Drive, New Castle, DE 19720 for a Q2000 Differential Scanning Calorimeter Unit. In accordance with the explosives characterization research and testing efforts, the FBI requires the ability to directly and accurately measure the thermal stability of explosive compositions or their precursor materials. The FB currently owns a TA Instruments T Q2000 Differential Scanning Calorimeter Unit. The FBI requires an identical instrument for the new FBI Facility located in Huntsville, AL. The required system must be identical to directly compare the results generated. TA Instruments is the sole-manufacturer and distributer of the Q2000 Differential Scanning Calorimeter Unit and is the only vendor that can provide the same instrument that the FBO owns that meet the FBI requirements listed below: • System must have a temperature range of ambient to 725°C; • System must have a temperature accuracy of ±0.1°C and temperature precision of ±0.01°C; • System must have a calorimetric reproducibility of ±0.05% and calorimetric precision of ±0.05% demonstrated on indium metal; • System must have a dynamic measurement range > ±500mW; • System must have a baseline curvature for Tzero from -50 to 300°C of 10µW; • System must have a baseline reproducibility with Tzero of ±10µW; • System must have a sensitivity of 0.2µW; • The system must have a demonstrated Indium peak height to width ration ≥60mW/°C; • The system must come equipped with a 50 position Autosampler; • System must come with its own computer and software environment that facilitates stand-alone operation, interface control, data processing, and printing; • The software must be able to easily output graphs and tables for use in technical reports; • The software must be able to display data results in various graphical formats, such as bar and scatter graphs, including appropriate error bars. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by TA Instruments as they are the sole-manufacturer and distributer of the Q2000 Differential Scanning Calorimeter Unit. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, June 11, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
