- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 13.106-1(b) (1). This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Tenant Division, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005-1846; has a requirement to procure the following product and service: The Aberdeen Test Center (ATC) Moving Target Simulator (MTS) test facility is an air- supported hemispherical dome which serves as a simulated indoor firing range for a wide variety of fire control system tests. The dome is a single shell nylon fabric structure which requires periodic maintenance and occasional repairs. The contractor will provide an aerial man lift with the capability to safely reach and service all areas on both the interior and exterior surface of the dome. The contactor will provide a two man crew to operate the man lift, and support the preventative maintenance and repairs of the dome structure which will include cleaning/washing the dome surface, structural/patch repairs, and spot painting repaired areas. The period of performance will be 5 weeks (25 work days) - it must begin as soon as possible, to prevent a potentially catastrophic loss of the MTS facility. The intended period of performance for the above mentioned service will start on July 1st, 2015. The Government intends to award a Firm-Fixed Price sole source contract to Abilene HLA, LLC, Breckenridge, TX, 76424-0000. This firm is the sole vendor that possesses a high lift that reaches the required height to support the repair and maintenance of the MTS Dome facility. The associated North America Industry Classification System (NAICS) Code is 238160 and the Business Size Standard is $15M. All responses received within ten businesses (10) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Daylight Time (EDT), June 18th, 2015. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
