Description
Reference Number: NB732050-15-02495 Notice Type: Notice of Intent - Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Engineering Laboratory, the Indoor Air Quality and Ventilation Group within the Energy and Environment Division intends to purchase a Gerstel, Inc. product on a sole source basis under the authority of FAR Subpart 13.106-1 (b), soliciting from a Single Source, as described below. The Indoor Air Quality and Ventilation Group within the Energy and Environment Division supports the development of ASTM test methods, standards and reference materials. One effort within the group involves the measurement of volatile organic compound (VOC) and semi- volatile organic compound (SVOC) emissions from building products and materials. The Group is currently working on measuring emissions from spray polyurethane foam (SPF) emissions. One issue that hinders this work is the quantification of emission parameters from SPF. The group lacks the abilities to measure chemical concentrations in liquid extractions which are necessary to determine initial concentrations present in the SPF. In addition, the existing instrumentation to analyze airborne chemicals using thermal desorption tubes is reaching the end of the manufacturers support life. The item will assist in measuring emission parameters from SPF. Measurement of these parameters require the ability to measure the initial concentration of the chemical present in the material and the ability to measure the static headspace of the material, along with the ability to measure chemical concentrations of SVOCs from dynamic systems using thermal desorption tubes. This item as a new injection system into the existing gas chromatogram mass spectrometer (GCMS) must be compatible with the existing Agilent 6890 and 5973 GCMS instrument. The item has three main requirements: • The system must be able to automatically inject multiple thermal desorption tubes without a transfer line. • The system must be able to automatically inject multiple liquid samples. • The system must be able to automatically inject multiple samples from the headspace of vials. The system must be able to electronically control and record the flow and temperature of vials. The NAICS Code is 334516. NIST anticipates awarding a firm-fixed-price purchase order to Gerstel, Inc., for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST to provide the aforementioned requirements inclusively may clearly and unambiguously identify their capability to do so in writing on or before June 23, 2015 at 3:00 pm Eastern Time. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
