- The Department of Energy (DOE) intends to conduct a full and open competition in accordance with FAR 15 and DEAR 915 for the Management of the Oak Ridge Institute for Science and Education (ORISE). In accordance with FAR Part 5, this purpose of this preliminary synopsis is to provide a general description of the scope. This procurement will only address those elements presented in the attached performance work statement. The Department is not engaging in an advisory multi-step process nor is it seeking responses to this notice at this time. ORISE focuses on scientific initiatives to develop the next generation of scientists, research health risks from occupational hazards, assess the efficacy of environmental cleanup, respond to radiation medical emergencies, and support national security. This effort will strengthen the nation?s research and development enterprise through education, research participation programs, scientific peer review, facilitating the protection of workers, the public and the environment through research, outreach and verification activities. Additional information regarding this procurement will soon be available through the following web address http://orisecompetition.science.energy.gov. Interested parties are advised to check the page regularly. The Department is not responsible for any interested parties failure to utilize the additional information made available through the website or any subsequent updates. The Department will utilize www.FedBizOpps.gov as the official Government Point of Entry for this procurement. DOE shall not respond to any questions submitted by telephone, e-mail or in person at any time. Any questions must be submitted through www.FedConnect.net. The anticipated solicitation release date is Summer 2015. Place of performance is to be determined. The revised draft performance work statement, draft Section L, draft Section M, and draft PEMP are available through FedConnect.
