- STATEMENT OF WORK - all areas must be met to qualify for award RFQ PACKET HSBP1015Q0108 - Please fill out specified areas and return by end date 06/15/2015. Service Contract Act: SCA Wage Determination 2005-2255, Revision 17 information PRICE QUOTE FORM - Please fill out specified areas and return by end date 06/15/2015. (1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (2) The solicitation number is HSBP1015Q0108 and is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-80. The associated North American Industrial Classification System (NAICS) code for this procurement is 561210. (3) This procurement shall be full and open competition. All qualified, responsible sources may submit an offer that shall be considered by the agency. Offerors are advised that they are responsible for obtaining amendments. The resulting contract shall be a firm-fixed price contract and will be awarded to the vendor whose offer will be most advantageous to the Government, price and other factors considered, and in compliance with the Statement of Work (SOW). Award shall be based on All or None and Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. (4) The Department of Homeland Security (DHS), Customs and Border Protection (CBP) intends to award a contract for the procurement of detainee housing services. It is required that all contractors submitting a quote review the attached STATEMENT OF WORK to review all requirements. All contractors submitting a quote shall be required to meet the requirements found in the STATEMENT OF WORK (5) DHS/CBP requires all contractors to complete and submit the attached Price Quote form. Please also complete and sign Blocks 11E, 11F, 13, 14, 15, and 16 on page one of this SF 18 form. Quotes that are incomplete, unsigned, or late will not be considered. (6) Note: The expected period of performance shall be a Base Year July 01, 2015 - June 30, 2016 with four possible service/option years. Actual service period dates will be outlined at award. (7) The vendor selected for award MUST register in System for Award Management (SAM) at https://www.sam.gov/portal/SAM/#1 and receive payment via Electronic Funds Transfer (EFT) as a condition of the contract. Registration in SAM requires a valid Dun & Bradstreet (DUNS) number. No award can be made to a company not registered in SAM. (8) Delivery of Submittals: Both Price Quote and first two (2) pages of the RFQ packet must be RECEIVED through email or Fax by the Contract Specialist no later than June 15, 2015 at 5:00 P.M. Eastern Time (Indianapolis). No phone calls will be accepted. Late submissions will not be accepted.
