Description
This is a Sources Sought Notice. By way of this Sources Sought Notice, the USACE-Chicago District intends to determine the extent of capable firms that are engaged in providing the services described herein for the Indiana Shoreline Erosion Protection Program at Michigan City and at the eastern end of Indiana Dunes National Lakeshore at Mount Baldy. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP), nor does it guarantee the future issue of an RFP or commit the Government to contract for any supply or service. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred preparing responses to this Sources Sought Notice. Hence, any and all costs associated with responding to this notice will be solely at the responding party's expense. At this time no proprietary information is requested, and respondents shall refrain from providing proprietary information. Responses to this notice become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future issued RFP. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is the responsibility of interested parties to monitor this site for additional information pertaining to this notice. BACKGROUND: The Indiana Shoreline General Design Memorandum (Apr 90) called for mitigation of erosion damages caused by Federal harbor structures at Michigan City and the restoration of shore processes at the eastern end of Indiana Dunes National Lakeshore at Mount Baldy. The beach nourishment project consists of rebuilding approximately two miles of beach at five-year intervals throughout the 50-year project life. The project includes physical monitoring every five years and biological monitoring for the first six years and periodically afterwards. The beneficiary for this project is the National Park Service (a Federal Agency). The project objectives are to mitigate for the loss of sand caused by the interruption of littoral drift by Michigan City Harbor, optimize the sand placement and to study the impacts to aquatic species in the area. Given that this restoration project is located in a highly utilized beach area, the design must maximize ecological benefits while avoiding impacts to compatible recreational activities, such as swimming, sunning, fishing and bird watching. GOVERNMENT REQUIREMENTS: A project that would comprise a portion of the 50-year project life is anticipated in the months to come. The anticipated portion could last one to three years, if options are exercised. The project involves re-nourishing a beach shoreline with new sand from an approved source. The shoreline is located at National Park Service site for Mount Baldy in Michigan City, Indiana. The beach shoreline is eroding due to Lake Michigan wave action and is periodically replaced by this new sand. The work consists of hauling in new sand by truck or boat and then placing it along the beach waterline so that the beach/sand area is increased. The height is graded so that the new sand blends into the current beach head. If this project is solicited, it will in all likelihood have a base year and two or three option years. SCOPE OF CAPABILITIES: The USACE- Chicago District is searching for contractors that are capable of meeting all of the above requirements, and are prepared to work in La Porte County. REQUESTED INFORMATION: Since this Notice is being used to assess the extent of firms capable of fulfilling the Government's requirements, this Agency requests that interested contractors complete the following questions to assist the Government in its efforts. 1.Is your company currently registered with the System for Award Management (SAM) formerly known as the Central Contractor's Registration (CCR) database? If not, has it been registered or does it plan to register? 2.In consideration of NAICS code 237990, other Heavy and Civil Engineering Construction, with a Small Business size standard of $36.5 Million, under which of the following small business categories is your business classified, if any? Small Business; Veteran-owned Small Business; Service Disabled Veteran-owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 3.Is your company currently prohibited from doing business with the Federal Government? If yes, please explain. 4.Is your firm capable of obtaining performance and payment bonds for a project valued at $1M to $5M? 5.Has your firm ever executed a project for a Government agency? If so, did you prepare submittals, such as a Quality Control Plans? Accident Prevention Plan? 6.Have you ever done shore line work (i.e. provided sand) on a beach area that was frequently utilized? How large was the area? Summarize the nature and extent of the work. 7.Is your firm a small business interested in performing as a subcontractor? 8.Is your firm is a large business, is it capable of adhering to a Small Business Subcontracting Plan? More specifically, to make a good faith effort to meet the subcontracting objectives displayed below?
