Description
NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Long Live the Kings for scientific and technical support to a Northwest Fisheries Science Center experiment to determine the benefits and risks of steelhead supplementation efforts in Hood Canal, Washington. The contractor will rear steelhead and provide biological data, biological samples, and written documents. The Northwest Fisheries Science Center (NWFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. The Center provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. This contract includes biological sampling and data collection for hatchery and natural origin fish in culture environments and in natural streams. The service supports rearing and release of steelhead trout as part of a long-term research project on the effectiveness of hatchery operations in restoring species listed under the US Endangered Species Act. This contract includes rearing steelhead from the Dewatto River and Duckabush Rivers in freshwater. Due the sensitivity of the brood and the risk of loss of brood if moved (and the impact of a loss on the research), they must remain at this location for this study. Lilliwaup Creek Hatchery is owned and operated by Long Live the Kings. The Long Live the Kings hatchery is the only salmonid rearing facility available within the fish disease management area that would allow for the specified rearing to occur. Long Live the Kings is the only organization that has been granted landowner permission as the lead entity to perform routine biological sampling in the portions of the Hamma Hamma River and Duckabush River watersheds under study. Long Live the Kings also has a history of successfully working with private landowners in both watersheds to conduct biological studies. This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only Long Live the Kings can complete the work and provides the deliverables under this contract. However, interested firms or individuals may identify their interest and capability to respond to the requirement by submitting in writing their name and information to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
