- Multi-discipline design and other professional services procured in accordance with Federal Acquisition Regulation (FAR) Part 36 and its supplements are required to support, primarily, the 374th Civil Engineer Squadron (374th CES) Yokota Air Base, Japan. The North American Industry Classification System (NAICS) Code for this acquisition is: 541330, Engineer Services, which corresponds to SIC Code 8711. The contractor shall complete on-line Representation and certifications at www.sam.gov. Interested parties must submit an expression of interest in accordance with the instructions in this announcement: This solicitation is unrestricted. Three to five contracts will be awarded from responses to this announcement. The contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract consisting of a one-year base period from date of award with the Government option to extend the contract up to an additional nine (9) years in one (1) year increments. The contract will not exceed a total of ten (10) years. The estimated construction cost per project is approximately between $100,000 and $5,000,000. The contract will establish a guaranteed minimum amount of $15,000 (or Japanese Yen equivalent) for the life of the contract and an estimated maximum aggregate amount of $20,000,000 (or the Japanese Yen equivalent). Work may include, but not limited to, project design, inspection, studies, and proposal preparation which covers general facility and utility maintenance that encompasses the full range of Title I (Design Services, Type A and B), Title II (Construction and Inspection Services), and Title III (Other Professional Services, Investigation and Studies) Services throughout the 374th CES theater of operations in Japan. Projects outside the primary area of responsibility may be added upon approval of all parties. Task Orders (TO) will normally be multidiscipline and may include a combination of architectural, interior design, asbestos and toxic waste abatement, structural, landscape design, civil, corrosion control, geo-technical, environmental, mechanical, electrical, and fire protection work. All work must be performed by or under the direct supervision of licensed professional architects or engineers. Due to the requirements of Section 111 of Pub. L. 104-32 and in accordance with DFARS 236.602-70, interested host nation firms are encouraged to form joint ventures with United States firms to be eligible for award of task orders associated with these requirements. Architect - Engineer firms (A-E) shall be required to develop new guide specification templates using Unified Facilities Guide Specifications, Construction Specification Institute MasterFormat. A-E shall incorporate the applicable Japanese Industrial Standards to develop master specifications to be used at Yokota Air Base. Master Specifications shall be developed on an as required basis as specifications are written for individual projects. The "Example Projects" (Section F of Standard Form 330) provided shall include appropriate information regarding the overall cost control processes used, the clients' assessments of the quality of the services provided, and discussion of the design issues that affected the schedule. Also state if any of the projects are either certified or registered to be certified with the LEED Green Building Rating System. A-E firms must have Past Performance provided by previous clients. For each project listed in the "Example Projects" in Standard Form 330, provide a copy of DD Form 2631 Performance Evaluation Architect-Engineer or a letter of reference from the individual listed in block 23. A copy of DD Form 2631 or a letter of reference will not be counted in the maximum total page number of 50 pages. Significant evaluation factors in descending order of importance are: 1. Professional Qualifications: Include key personnel for the following disciplines: project management, fire protection work, structural, architectural, mechanical, electrical, interior design, asbestos and hazardous/toxic waste abatement, landscaping, civil, corrosion control, geo-technical, environmental, cost estimating, and certified industrial hygienist. 2. Specialized Experience and Technical Competency: Include the specialized experience and technical competence of key personnel listed in evaluation factor one, including experience with seismic conditions common to Japan, capabilities to address the identification and quantification of asbestos and other hazardous and toxic waste materials, and the understanding of unique design requirements associated with new construction projects, as well as maintenance, repair and alteration of existing facilities to include roads, utilities, aviation facilities, and sustainable practices. Include organizational competency, including management experience and project approach. 3. Capacity: Firms must demonstrate adequate team capacity to proceed with work and accomplish it in a timely manner once a notice-to-proceed (NTP) is issued. 4. Past Performance:. Offerors shall demonstrate past performance on prior Government and/or private contracts by providing specific information on contracts of similar type, size and scope in terms of cost control, quality of work, adherance with the performance schedules, cooperation with client and compliance with contract requirements. 5. Availability and Local Familiarity: Geographical location of the firm (either US firm and/or joint venture host nation firm) to the worksite and demonstrated knowledge of the project locality. Firms that meet the requirements described in this announcement are invited to submit a letter of interest and a completed Standard Form 330. Submit one (1) original, five (5) extra copies and one (1) CD-ROM. Submittals shall be limited to 50 pages, not including the cover letter. Any additional pages submitted beyond 50 will not be considered when the submittal is evaluated. Each side of a printed page shall count as a page; any and all cover pages shall each count as a page. Submittal/document format shall be in 12 point font and shall have margins no smaller than one inch. Part II of the Standard Form 330 count towards the total limit of 50 pages. Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete effective response to this announcement are not desired. No further posting or general notification to firms under consideration for this project will be made. This is not a request for proposal (RFP).
