- The U.S. Army Corps of Engineers - New England District is issuing a Pre-Solicitation Notice for Erosion Control efforts - Devens, MA. THE WORK CONSISTS OF: Installation of erosion controls at an area upgradient of Plow Shop Pond in Devens, MA to prevent the formation of rills caused by stormwater runoff. In 2013, actions were taken to remove maintenance byproducts from a former railroad Round House. The byproducts reportedly consisted primarily of coal ash and contaminants detected in sediment and soil included PAHs and the following metals: antimony, copper, lead and zinc. Approximately 1,100 cubic yards of contaminated sediment including coal ash and metals were excavated from the shoreline in 2013. The upland area consists of sandy soil and is sparsely vegetated. Erosion control work is anticipated to be completed in the summer and will include (1) filling depressions; (2) grading the soil; reinforcing the soil with a geosynthetic material; and placing additional fill over the geosynthetic material. While contamination was removed from the shoreline, residual contamination may remain. This solicitation will be available on or about 6 July 2015. NO ADDITIONAL INFORMATION WILL BE AVAILABLE UNTIL THE SOLICITATION IS RELEASED. The solicitation will be available for downloading by accessing the Federal Business Opportunities website (http://www.fbo.gov). In order to view this solicitation, prospective contractors are required to self register their firm with Federal Business Opportunities (Go to http://www.fbo.gov and "register now" under Vendor/Citizens). Amendments, if any, will be available at this Internet site. Registrants are responsible for the accuracy of the information on the registration list. This procurement is set-aside for small business vendors. The applicable NAICS code is 238910 with a Small Business Size Standard of $15,000,000.00. All responsible sources may submit a quotation which will be considered by the New England District.
